BOF MACT Second Emissions Control Systems

Two emission control systems were recently installed at the ArcelorMittal plant in Burns Harbor and East Chicago, both in Indiana.

ArcelorMittal is the former Ispat Inland and Inland Steel Co. at East Chicago and the former Bethlehem Steel and International Steel Group at Burns Harbor.

The projects were completed to meet maximum achievable control technology, or MACT, standards. These were established under Title III of the 1990 Clean Air Act Amendments.

Work on the two-phase, year-long basic oxygen furnace project in Burns Harbor consisted of erecting a baghouse and installing associated ductwork and support steel, reinforcing the existing building and relocating existing piping and electrical interferences.

Work at the East Chicago plant included installation of the MACT scrubber system and associated ductwork and support steel.

2 Million lbs of Ductwork

About 2 million lbs of ductwork was fabricated and painted. Some sections weighed up to 13,000 lbs. One piece was 21 ft in diameter at its base with an installed height of 120 ft.

Two massive cranes were installed to set the duct, each with a capacity of 1,000 tons and equipped with 560 ft of reach to move large and heavy pieces in spaces with tight clearances.

The project was completed in more than 30,000 man-hours but without a lost-time accident.

Installation was done while steel production was ongoing—not the norm for construction at a steel plant.

The environment posed safety challenges, including dusty and hot conditions in the operating environment.

At peak, there were 170 personnel on site to meet the project deadline.

The installation will allow ArcelorMittal to meet its commitment to the environment and surrounding community by reducing emissions.

Jury Comments: “This was not an easy project, given that a huge amount of ductwork was being installed while steel was being manufactured. The project will help ensure high-paying industrial jobs stay in the Midwest and that the environment is kept in mind.”
